MISSION

The mission of the mobile phone application consortium is to develop a series of documents that provide guidance to transit and Industry for the creation of a mobile phone architecture that promotes competition in all areas of fare payment from physical infrastructure to payment. Current developments in the payment field for example are leading to the potential application of bank cards (MC/Visa) as a payment medium, but there may be new architecture models that provide a more level payment infrastructure that also embraces other forms of payment such as third-part debit, mobile payment, ACH, and many other forms now emerging that utilize alternative payment channels than MC/Visa. Vested interests are looking to capture the payment space, but APTA wants to provide an independent perspective that in the end leads to less costly fare collection systems while providing payment flexibility to patrons and operators while looking ahead at new developments worldwide.

The NFC working committee, through a consensus process, shall create a range of documents supportive of the following guiding principles:

§  Develop standards and best practices for guiding the creation of the architecture for NFC transit payment applications

§  Provide a platform to support agency independence and vendor neutrality

§  Strive for an open architecture environment for hardware and software utilizing open standards and established infrastructures of the NFC ecosystem.

§  Foster development for an interoperable fare payment environment for transit users

Objectives

§  Provide a common frame of reference

§  Identify the State-of-the-art in the mobile Industry

§  Define potential transit applications

§  Develop possible standards and user requirements

§  Identify a conceptual system architecture

§  Address interoperability and user requirements

§  Identify barriers to overcome

§  Establish project plan for implementation
