The APTA Procurement Steering Committee was established to provide leadership across the various disciplines in APTA regarding procurement issues. To that end, the committee requested that APTA’s Standards Development Program be expanded to include support for the development of procurement standards and designated itself to serve as the Procurement Standards Policy and Planning Committee. The members of the committee are drawn from 12 different APTA committees, giving it the ability to engage a broad range of participants in procurement standards discussions. A representative from FTA serves as an advisor to the committee.
This activity is a core element of the steering committee’s mission to develop strategies that will lead to improved buying and selling practices in the industry and making the use of standards and standardization routine in the procurement process. Many effective procurement practices, procedures, and technologies have been developed, including APTA’s previous development of standard bus procurement guidelines in 1997. However, a formal process for incorporating these into standardized formats, keeping them up-to-date and providing an effective program to encourage their use industry-wide has not been undertaken prior to this time.
