Proposed text	Risk Assessment Considerations. Transit Agencies should evaluate risk and use system wide and asset-specific risk assessments as a guide in determining effective placement of an alternate OCC to maximize security and operations. System wide assessment Transit agencies should refer to their security risk assessments to determine the risks to their systems’ assets and the surrounding environment. Original text	Abstract: This Recommended Practice covers the planning for shelter and storage of transit vehicles and non revenue equipment against local hazards. Transit agencies can minimize damage to their rolling stock and non-revenue equipment from various hazards by identifying them in advance, and taking appropriate precautionary measures to deal with them. This action reduces the need for last minute reactionary responses that may not be optimized for the involved hazards. Simple actions such as planning back-up storage facilities in case an immediate area is threatened by flooding can mean the difference between keeping the fleet and equipment intact as opposed to widespread damage. The guidelines are not an exhaustive list of precautionary measures, but are intended more so to reinforce the notion that transit agencies need to plan ahead to respond to their local hazards. Proposed text	Abstract: This Recommended Practice covers the planning for shelter and storage of transit vehicles and non revenue equipment resulting from emergency events. Transit agencies can minimize damage to their rolling stock and non-revenue equipment from various hazards by identifying them in advance, and taking appropriate precautionary measures to deal with them. During emergency events (or even some preparedness exercises), last minute reactionary responses affect expedited and prompt response, not to mention prolonging potential harm to the equipment and/or people operating this equipment. Simple actions such as planning back-up storage facilities in case an immediate area is threatened by flooding can mean the difference between keeping the fleet and equipment intact or exposed to widespread damage. The guidelines are not intended to be an exhaustive list of precautionary measures, but are intended more so to reinforce the notion that transit agencies need to and should plan such precautions in advance to respond more expeditiously to their local hazards. Transit agencies should endeavor to inventory all of their facilities, transit vehicles, and all other support equipment prior to assigning a criticality factor for each group or piece of equipment so as to facilitate prioritizing relocation of the equipment appropriately when dealing with emergency situations.
